The primary purpose of the Baggage Reconciliation System (BRS) is to reconcile hold baggage against passenger manifests to ensure that no unaccompanied baggage is loaded on to the aircraft.

The BRS system is used to monitor make-up baggage as it is loaded onto the aircraft, compiling a list of the flight's on-board baggage by using a hand scan of each bag tag. According to the passenger/baggage recommendation procedures detailed in IATA Recommendation 1739, when boarding is complete the airline's DCS transmits to the BRS, a list of "boarded" passengers. A check is then made by the BRS to report any accompanied bags that are on-board the aircraft prior to take-off.
